Shoot with flash under exposed, bright background. Highlight everything and lift in post.
Looks like analog video (or film in SDTV) on a BVM monitor with the “blue only” switch pressed.
So try shoot with warm light and then desaturate using only the blue channel or as close to it as your software allows.
Good call, also the teeth are probably grills and reflective.
Dark clothing, dark skin, very dark exposure with just a very small amount of light from the direction of the camera (eg: on camera flash). Crank the contrast in post.
Take photo so you can key out silhouette
Take second photo so can get jewelry bright against the black top
In photoshop do some photoshopping
Blur the shit out of it so it looks like crap
